In India, row escalating between India and Italy after arresting two Italian ship navalguards by Kerala police over sea incident at off the seacoast of Kerala. Italian Deputy Foreign Minister rushed to India to resolve the issue, and asking to quashing of murder charge of two Italians over the sea incidnt, but India made it clear that the issue would be handled according to the law of the land and the row continues, news reports said.
Reportedly after hectic negotiation, two naval guards of Italian merchant vessel were taken into custody in Kochi by Kerala police on Sunday and charged with murder of killing two Indian fishermen during a firing on their boat off the Kerala coast, news reports said.
According to news reports, External Affirs Minister S.M. Krishna reportedly said the law of the country would take its own course, news reports said.

In the US, a new coalition of six country global initiative to combat climate change reportedly launched, news reports said.
Reportedly announcing the climate and clean Air coalition in Washington, Secretary of State, Hillary Clinton said the world has not done enough to fight climate change, the coaltion of the United States, Canada, Bangladesh, Mexico, Sweden, Ghana will work to curb black carbon, methane and hydro-fluorecarbons ((HFCs), and said the US will contribute USD 12 million to the initiative to spread practical ideas and practices, saying this coalition the first international effort of its kind will conduct a targeted, practical, and highly energetic global campaign to spread solutions to the short-lived pollutants worldwide, news reports said.
According to news reports, describing climate change as one of the most serious and comlex problems facing the world, and it impacted global security, global economy, global food and water supplies, and the health, and the well-being of people everywhere, said Ms Clinton.
Reportedly Ms clinton said that the UN Environmental Programme has determined that reducing those pollutants can solve global warming by up to a half degree celsius by 2050, news reports said.

In India, New Delhi wants Italian shipcaptain of the Italianship Enrica Lexia and two maskmen who shot dead two Indian fishermen in the sea incident which caused bitter diplomatic row reportedly asked them to surrender to Kerala police, news reports said.
Reportedly India's External Affiars Minister S.M. Krishna and his Italian counterpart had a telephonic discussion Saturday to resolve the matter, but according to news reports, New Delhi wants Italian shipcaptain and two maskmen who shot dead two Indian fishermen during the sea incident reportedly New Delhi wants them to surrender to Kerala police.
According to news reports, Mr. Krishna and Indian Ambassador in Rome told Italians that this was not a diplomatic row that could end with discussions. Those who are responsible for killing two Indian fishermen must submit to the law of the land, news reports said.

MoU signed in Delhi
to promote Incredible

In India, the Memorandum of Understanding (MoU) reportedly signed in Delhi on Thursday to promote Incredible India campaign, it was signed in the presence of Ambica Soni, Minister for Information and Broadcasting, and Suboth Kant Sahay, Minister for Tourism, and Minister of State for Tourism, Sultan Ahmed, news reports said.
Reportedly the MoU signed aming to create and build upon a Film Tourism vertical of Incredible India campaign by promoting cinema of India as a sub-brand of Incredible India campaign.
According to news reports, the MoU will also provide an impetus to frame policies and guidelines for facilitation shooting of International films in India and promote India as a filming destination, both for international and domestic film producers.
Reportedly the joint participation of the two ministers would cover the cannes festival and market, IFFI Goa including the film festival and film Bazaar and European Film market at Berlin.
It is reportedly expected that this innovative partnership will facilitate the promotion of India as a filming destination for foreign producers.
`The MoU is expected also to enable the increase of India's share in world tourist arrivals in the country from 0.6% to 1.0% by the end of the 12th five year plan, news reports said.

In Europe, debt crisis is causing a big concern, and reportedly eurozone's two economies have fallen into recession, according to the latest economic figures, media news reports said.
Reportedly Italy and Netherlands both saw their economies shrink by 0.7% in the fourth quarter, and Germany had its first negative quarter since 2009 with a decline of 0.2% compared with the previous quarter.
According to media news reports, the 17 countries that make up the eurozone saw economic activity shrink 0.3% in the fourth quarter.
Europe's debt crisis have already pushed Greece, Portugal and Belgium into recession, defined by two consecutive quarters of contraction.
Confidence in France was undermined in January when it lost its top-notch AAA credit rating, after one of the leading rating agencies. At the time the angency blamed Europe's debt crisis and the failure of Europe's leaders to tackle the region's problems, media news reports said.

In South Asia, India and Pakistan are normalising trade relations between the two countries and aiming to double their trade volume in three years according to India's Commerce and Industry Minister Anand Sharma reportedly said.
Reportedly Mr. Sharma along with 120 members strong delegation of Indian CEOs and other officials walked into Pakistan through the Wagah land border on Monday. He is the first India's Commerce Minister to visit Pakistan in three decades.
Mr. Sharma was received in Pakistan by his counterpart, Mukhdoom Amin Fahim across the border for four-day Pakistan visit.
India's Commerce and Industry Minister Sharma told media "We have a target to double the trade volume between our two countries in three years, and said a new gate would be opened at Wagah border to facilitate trade.
According to news reports, during his four-day Pakistan visit Sharma will hold talks with his counterpart and other top leaders and interact with captains of Pakstani industry in Lahore, Karachi and Islamabad.
According to news reports, multiple entry visa regime and other issues will also be discussed that will help directly and indirectly the two neighbours have strong bilateral trade relations.
India exported goods worth USD 2.33 billion to Pakistan last year while its imports were a mere USD 300 million.
Reportedly direct trade between India and Pakistan constitutes less than one percent of their respective globl trade, news reports said.

In India, car bomb blast on Monday reportedly injured Israeli diplomat and her driver and two other who were driving their van behind the diplomat's car in Delhi, and police launched a massive hunt for the biker who was following the Israeli diplomat's car, news reports said.
Reportedly Home Minister P Chidambaram said there is reason to believe that the target was the Israeli diplomat's wife and, therefore, to proceed on this basis that it was a terrorist attack, reportedly he told journalists in Delhi, and said special teams have been deployed to locate the motorcycle and identify the person who drow it, and he condemned the incident in the strongest term, news reports said.

In India, reportedly 12th India-EU summit held in New Delhi, and both have decided to work together to improve energy security and collaborate in research and innovation and hoped to clinch soon the free trade pact whose contours were emerging, news reports said.
Reportedly India's Premier Dr.Manmohan Singh said there are complex issues involved but we have both agreed to expedite discussions so that we can conclude an agreement at the very earliest, and said the both sides have made considerable progress in the negotiations on the broad-based trade and investment agreement. We seek solutions that are practical, mutually beneficial and acceptable to both sides.
European Commission President Jose Barrose reportedly said the two sides have taken a significan step forward during talks to reach a free-trade agreement and negotiations should be completed late this autumn, and said our positions are now closer in all areas and the contours of the final agreement are emerging. We have, therefore, committed to intensifying those negotiations. I expect the finalisaton of these negotions this autumn.
India and the EU have been negotiating a broad-based trade and investment deal since 2007, however, talks are stuck on issues like easing visa reguations for Indian professionals and reduction in tariffs on cars and spirit imported from the EU.
Reportedly a joint staement issued after the talks said India's Commerce Minister Anand Sharma and European Trade Commissioner Karel De Gucht would monitor the progress of these negotiations for the early conclusion, news reports said.

RBI cautioning government,
telling excessive borrowing bad,
urging put cap on public debt
In India, Reserve Bank Governor D Subbarao reportedly has urged the government to put a cap on the poblic debt, cautioning excessive borrowing is bad, news reports said.
Reportedly RBI Governor in an address at the International Research conference in Mumbai on Wednesday, said excessive borrowing is bad, therefore there is a need to cap total public debt as proportion of GDP.
According to news reports, the government's fiscal deficit in 2011-12 is expected to exceed the budget estimate of 4.6 percentof the GDP on account of subdued receipts and overshooting of the subsidy bill by at least Rs 1 lakh crore over and above the original projection.
In order to bridge the receipt - expenditure gap,the government plans exceed its borrowing target for the current fiscal by Rs 92,000 crore over budget estimate.
The RBI had also reportedly flagged the issue of rising fiscal deficit at several occasions earlier, including its third quarter monetary policy review in the last week of January.
The government, reportedly as indicated by Finance Minister Pranab Mukherjee , is expected to announce steps to contain fiscal deficit in the budget for 2012-13 to be unveiled sometime in March, news reports said.

In Asia, two nations India and China agree to manage border despute through better coordinations and consultation in two day special meeting on 16-17 held in New Delhi, news reports said.
Reportedly agreement was reached during two day talks between special representatives of the two countries and concluded in New Delhi on 17th January.
National Security Advisor Shivshankar Menon led the Indian side while State Councillor Dai Bingguo led the Chinese side.
According to news reports, the agreement on border consultation mechanism was signed by India's anbassador to China - S Jaishankar and assistant foreign minister of China - Liu Zenmin.
Reportedly the proposed mechanism will explore ways and means of strengthening exchanges and cooperation between military personnel of the two sides in border areas.
The joint mechanism will be headed by a joint secretary-level officer from the Ministry of External Affairs from India and a Director General level officer from the Chinese Foreign Ministry.
It will also have diplomatic and military officials of the two sides, and the special representatives will however, continue their efforts on larger border related issues, news reports said.

In India, reportedly, the Reserve Bank of India (RBI)'s move to deregulate interest rates on non-resident external (NRE) rupee deposits and ordinary non-resident accounts has encouraged banks to to attract dollars, and many banks have announced a steep increase in interest rates on fixed deposits held by non-resident Indians, news reports said.
Reportedly private bank lender has increased the interest rates on fixed deposits held by non-resident Indians (NRIs) to 9.6 per cent fro 3.82 per cent , and new rate is offered on firm deposits of 15 to 16 months, and bank has also raised savings bank rate by 200 basis points to 6 per cent.
According to news reports, more banks are expected to announce rise in interest rate in the coming days, news reports said.

*India, the glorious ancient land with full of resources, manpower, rich culture and a considerable wealth of all kinds, is now seen globally as the land of opportunities for prosperity and world peace in this New Age.
*India is many-but it is a great one nation with over one billion people who have different languages, different religions, traditions and customs though culturally they are one people who have lived together culturally for centuries, that was the beauty of the great country India.
*Today's India is gaining a strong ground in the globalised world. Its progressive economy attracted a large number of world's countries to build bilateral relations. The country has got a considerable natural resources, wealth and talented manpower.
*Geographically its paramount boundry from Kashmir to Kanyakumari, its wall of moutains in the east and sea routes of Arabian sea and Indian ocean give a vast opportunity to build its strength as well as to create more wealth to become a rich nation again.
*India was one paramount nation before its Independence which was gained on 15th of August 1947. The British Raj maintained a strong unity of India and built up a powerful British Empire during its rule in India.
*However, unfortunately partition of India, creating Pakistan out of one nation India before 15th of August 1947, caused a grave concern to the whole South Asia region.
*In 1971, Bangldesh was created out of east Pakistan, since, India has to face another boundry issue, and in 1961, China and India fought a war over Tibet issue and caused a boundry issue that is not resolved yet.

In India, releasing a report on Hunger and Malnutrition in New Delhi on Tuesday, Premier Dr. Manmohan Singh reportedly said the problem of malnutrition is a matter of national shame. Despite impressive growth of GDP, the level of under-nutrition in the country is unacceptably high, news reports said.
Reportedly Prime Minister Dr. Singh said the government cannot rely soley on the Integrated Child Development Scheme to tackle it, and pointed out that India had not succeeded in reducing the levels of manutrition fast enough and said though the ICDS continues to be our most important tool to fight malnutrition, we can no longer rely soley on it and we need to focus on districts where malnutrition levels are high where conditions causing malnutrition prevail and said that policy makers and programme implementers need to clearly understand many linkages - between education and health, sanitation and hygiene, drinking water and nutrition and the shape their responses accordingly. He said he had always believed that mother's education level, economic status of the family, sanitation and hygiene, status of woman in the family, breastfeeding and other good child rearing practices affect children's nutrition, the survey has broadly validated these hypotheses.
Premier Dr. Singh reportedly said his government was working to launch a strengthened and restructured ICDS to start a multi-sectoral programme for 200 high burden districts and initiate a nationwide communication campaign against malnutrition, news reports said.

In India, an annual event for NRIs, PIOs and overseas Indians is being held this year in Jaipur, Rajasthan, where Premier Dr. Manmohan Singh and several other ministers as well as industrial magnets, entrepreneurs and government functionaries attended the event.
Among others, Union Minister for Overseas Indian Affairs Minister Vayalar Ravi, acting Rajasthan Governor Shivraj Patil and Chief Minister Ashok Gehlot attended the inauguration session, news reports said.
The three-day festival started on Saturday, reportedly on Sunday Prime Minister Dr. Manmohan Singh calls upon the Indians living abroad to play a more active role and contribute much more to building of a modern India and promised significant steps to facilitate, encourage and promote their engagement with the country of their origin. The past decade witnessed an increase in the influence and impact of the global Indian, he reportedly said.
Premier Dr. Singh reportedly said that while the notifications had been issued to enable Indian residents abroad to participate in the country's election processes, a Bill had been introduced in Parliament to merge and streamline the PIO and overseas citizens of India schemes by amending the citizenship Act.This would provide for an overseas Indian card that would be given to foreign spouses of the holders as well.
Inaugurating the 10th Pravasi Bharatiya Divas festival in Jaipur, Premier Dr. Singh also announced the right of franchise to the non-resident Indians who are registered under the Representation of People Act 1950. A new pension and life insurance fund for overseas Indian workers, to enable them to voluntarily save for their return and resettlement, has also been introduced.
The Premier of Trinidad and Tobago Kamala Persad-Bissessar is the Chief Guest at the three-day festival of Pravasi Bharatiya Divas this year held in Jaipur. About 1,900 NRIs and PIOs are taking part in the flagship event, which will focus on India's success in diverse fields and invited them to strengthen their bonds with their ancestral land, news reports said.

Perth Declaration
on food security
principles at CHOGM
summit 2011
The Commonwealth Heads of Government at their summit meeting in Perth, Australia, reportedly adopted the Perth Declaration on Food Security Principles, that calls for coordinated and timely regional and global emergency relief efforts to deal with immediate food crisis.
The Perth Declaration was a significant response to the food security challenge, Secretary-General Kamalesh Sharma told reporters in Perth, news reports said.
Reportedly Australian Prime Minister Julia Gillard who is also Commonwealth Chair said the declaration was important since the world faces the challenge of increasing agriculture productivity by 70 per cent over the next few decades.
According to news reports, CHOGM 2011 has taken a number of measures to strengthen the Commonwealth, news reports said.
